This document is currently available in English only; if any part of it is unclear to you, the reading most favourable to you applies.
Ticket sales are open on one part of this platform: from 1 October 2026, organisers sell tickets for their events through Bicyr Cangor, under these Terms. Nothing is sold elsewhere on the platform, and passes and memberships are not on sale. The first version of this document was published so that it could be read, checked and corrected before anything was sold rather than after.
This document was read against Belgian and EU law on 24 September 2026 by our own legal function -- we have no outside counsel -- and this version makes every change that reading required. Where a clause below says what you will be shown or told before you buy, it states an obligation that applies to every sale through the platform. The passages that name Bicyr Cangor were added in version 1.2, on 25 September 2026, and version 1.3, on 1 October 2026, after that reading, and have not yet been read against the law in the same way.
Bicyr Cangor, at cangor.bicyr.com, is the part of this platform through which organisers sell tickets to their events, from 1 October 2026. These Terms and our Refund and Withdrawal Policy are the terms of sale for every ticket bought through it.
1. Who you buy from, and who we are
When you buy a ticket, pass or other admission through this platform, you buy from the organiser of the event named on the event page. The organiser is the seller, and the contract for your ticket is between you and the organiser.
The platform is operated by Pilarres EOOD ("ПИЛАРРЕС" ЕООД), a single-member limited liability company entered in the Bulgarian Commercial Register under ЕИК (UIC) 208702712, VAT number BG208702712, with its registered office at гр. Пловдив 4000, р-н Централен, ул. 6-ти Септември № 152, Легис център, офис 3-8Б (ul. 6-ti Septemvri No. 152, Legis tsentar, ofis 3-8B, 4000 Plovdiv, Bulgaria). Telephone +32 485 02 94 23. E-mail info@bicyr.com.
We have not yet determined whether a Bulgarian company selling to Belgian consumers also needs an establishment or a representative in Belgium. If it does, we will publish a new version of this document and say what changed.
We are not the seller. We give the organiser the tools to publish the event, sell admissions, deliver tickets and admit you at the door, and we arrange for your payment to be taken on the organiser’s behalf. We do not organise the event, we do not decide its date, venue, line-up or whether it goes ahead, and we do not set its price or the organiser’s refund policy.
How responsibilities divide: the organiser is responsible for the event and for everything you are promised about it, including refunds where they are owed. We are responsible for the platform: taking your payment securely, delivering your ticket, keeping it valid at the door, and our own conduct under section 7.
Whether a particular organiser is selling as a business or as a private person matters to you, because consumer law applies to a sale by a business and not to a sale by a private person. On Bicyr Cangor, the checkout names the organiser as the seller and tells you, before you pay, which of the two it is. Elsewhere on the platform we do not yet record it; recording it is one of the things that must exist before sales open there.
Today no page of the platform ranks events from different organisers against one another. If one is introduced, this section will state, before it goes live, the main parameters that decide the order in which events are shown and how much each of them weighs.
2. What you will be shown before you order
Before you are asked to pay, you will be shown: what the admission is (event, date and time, venue, seat or area, any age limit, any accessibility condition); who the organiser is and how to reach them; the total price; how you can pay; the organiser’s refund policy; and whether you have a right to change your mind (see our Refund and Withdrawal Policy).
Every price shown is the total you pay. It includes VAT and our platform fee, and there is no charge added at the end. Our fee is paid by the organiser out of that price, not added to it, which is why a refund of the price you were shown returns the whole of what you paid.
You will place an order by pressing a button that says, in so many words, that ordering means paying. This is not a matter of style: under Belgian and EU law a consumer is not bound by an order placed through a button that does not say so.
3. Your order and when the contract is made
You will give an e-mail address and a mobile number so that your tickets can be delivered and the organiser can reach you about the event. Your chosen admissions are held for a short time while you complete the order -- ten minutes unless the organiser sets a different time, which will be shown to you -- and are released back on sale if you do not finish in time.
Your contract with the organiser is made when your payment is confirmed.
We then send the order confirmation to the e-mail address you give, in a form you can keep, repeating what section 2 says you were shown, together with the organiser’s refund policy as it stood when you bought. On Bicyr Cangor, it is sent by e-mail once your payment is confirmed. If it has not reached you, tell us (section 8) and we will send it again.
Before your contract is made, an order may be refused if payment fails, if the admission is no longer available, or if the order breaks these Terms. After your contract is made, it may be cancelled only where fraud is reasonably suspected or where the law requires or allows it, and never on any other ground we decide for ourselves. Either way, anything already paid is returned in full.
4. Price, payment and receipts
Prices are shown in the currency of the event and include VAT at the rate that applies where the event takes place.
Payment is taken by Stripe, directly into the organiser’s own Stripe account. The means of payment available for your order are shown before you pay; they may include card, Bancontact, iDEAL and SEPA Direct Debit. We do not charge you more for one means of payment than another.
We never hold your money. It goes to the organiser, less our platform fee, which includes the payment processing, and Stripe pays the organiser out on the schedule of the organiser’s own account.
The organiser is the seller and is the party that issues any invoice or receipt for your purchase. Nothing in the platform issues one today, and who issues it and in what form is still being settled.
5. Your ticket
Your ticket is a personal permission from the organiser to attend the event on the organiser’s admission conditions, which are shown on the event page. The organiser may refuse or withdraw admission if those conditions are broken.
Tickets are delivered to the contact details you give. Keep them safe: anyone presenting a valid ticket may be admitted.
Belgian law limits what you may do with a ticket, and these limits are the law’s rather than ours. You may not resell a ticket for more than you paid for it, resell tickets regularly, or resell before the official sale has opened.
You can transfer a ticket bought through Bicyr Cangor to another named person, free of charge, from your ticket page. A transfer is not a sale: nobody pays us or the organiser for it, and you cannot set a price for it. When the person accepts, your ticket stops working and they receive a new ticket in their name. Transfers close at the cut-off before doors that your ticket page shows.
For an event in Belgium, our resale policy explains what you may and may not do with a ticket after you buy it, and how a transfer works: cangor.bicyr.com/legal/resale-policy/be/1.0. The version in force when you order is recorded with your order, beside the version of these Terms. A ticket passed on outside the platform, for example as a screenshot or a forwarded e-mail, is not a transfer and may be refused at the door.
A refunded ticket is void and will not admit you.
6. If the event changes, and if you change your mind
What happens to your money when an event is cancelled, postponed or moved, and when you may change your mind, is in our Refund and Withdrawal Policy, which forms part of these Terms. In short: cancelled means a full refund including our fee; postponed or moved means your ticket stays valid and you may ask for a refund instead; a ticket for a specific date carries no right to change your mind; an open-dated pass or membership carries fourteen days to withdraw. At present every refund is paid in money: no credit note is issued in place of it or beside it.
An organiser may offer you more than that policy gives you, and is bound by what it offers. It may not offer you less.
7. What we are responsible for, and what we are not
We are responsible for taking your payment securely, issuing and delivering your ticket, keeping it valid at the door where the organiser uses our door tools, returning our platform fee whenever the organiser refunds your ticket, and the commitments in our Privacy Policy.
We are not responsible for the event itself, its quality or its content, for its cancellation or change, or for the organiser meeting its obligations to you, except where the law makes an intermediary responsible. We do not present an organiser’s tickets as our own.
Nothing here limits responsibility for death or personal injury, for fraud, or for anything the law of your country does not allow to be limited.
8. Complaints and disputes
Questions about the event or a refund go first to the organiser, using the contact details on the event page and in your confirmation. Questions about the platform, your ticket or your payment come to us, by e-mail or on the telephone number in section 1.
If you are a consumer living in Belgium and a complaint is not resolved, you may take it to the Consumentenombudsdienst / Service de Médiation pour le Consommateur, North Gate II, Boulevard du Roi Albert II 8 bte 1, 1000 Brussels. Consumers elsewhere in the EU may use the out-of-court body competent in their own country. The EU online dispute resolution platform no longer exists; it was discontinued on 20 July 2025 and we do not link to it.
9. Governing law
These Terms and your contract with the organiser are governed by Belgian law. If you live in another EU or EEA country, you keep the protection of the consumer rules of the country where you live that cannot be contracted out of, and nothing here takes that away. You may bring proceedings in the courts of the country where you live, and proceedings against you may be brought only there.
Our reading of 24 September 2026 is that Belgian law is a permissible choice for these Terms, because it leaves you every protection of your own country that cannot be contracted out of. If that changes, we will publish a new version.
10. Versions and changes
The version of these Terms in force when you order will govern that order, and will be recorded against it. We may change these Terms for future orders; each change is published here with its version and its date.
